Town Council Approves Budget; Tax Rate


The Wolcott Town Council passed the fiscal 2011-2012 budget at last nights meeting – June 7, 2011. In addition there were several other items of significance on the agenda.

The budget passed with little discussion and many congratulatory speeches.

 The mill rate was set at 22.68, the same as last year, so individual tax bills will be unchanged barring any changes to the property.

In addition, the Town Council appointed the current Deputy Police Chief Edward L. Stephens to Police Chief. It was mentioned that there would be no Deputy Chief and Councilor Masi noted that the hierarchy would be changed with just a Chief and a Captain.

Mayor Dunn gave a presentation on a Bonding Proposal. The amount used in the presentation was $12,325,000.00. The presentation was for informational purposes and for capital projects. Those included $9 million for road reconstruction. The town has identified and prioritized roads in need of repair. Upgrades will include new catch basins, grinding of current surfaces and repaving. A specific number of miles of roads that will be improved has not yet been determined as that will vary depending on the amount of work necessary as the repairs progress. Other projects include a water line to the high school, new fire alarms in two schools, bleachers and a new gym floor at the high school, replacement of an aging water line on Woodtick Roadand a new 2000 gallon tanker truck for Engine Company #3 to replace a 1996 truck. One final project that Mayor Dunn indicated might be of concern to some citizens is the proposed extension of the walking trail at Scovills. The amount proposed for that was 350,000.00.

 The Town council scheduled two workshops for further exploration of these items. Those workshops will be held on Tuesdays June 14th and 21st. Following those a decision will be made whether to continue or not. Based on that decision there could be a referendum. Informational meetings will be held to inform the public about the details.
